From what I've experimented, the answer is no. The bloatflies at the begining of the game give the same exp (5~7 exp depending of your intelligence) be it on very easy, very hard or survival. Ouch, that sucks. If enemies are still to spongy or if you die too easily, bring it back down and try upping again 5-10 levels from there. Depends on your play style and perks, etc.
