The electric water triggered the harpers every time to hostile. Same annoying bug happened for me. It was either a summoned skeleton or they walked through my moonbeam after the fight. Loaded a mid-fight save and killed my own skeleton and moved the moonbeam, it fixed the problem. 😂 These touchy npcs lol.
