It has a low spawn rate that is compounded by the fact that most people dont kill the megs that spawn on them. You are better off just playing and if you happen upon it, then great. Devs said there is at least one person who has killed it twice. Edit: also, it's spawn is not dependent on anything.

Ive killed 2 megs in the fog. Neither were the ghost. Both times I had been chased by the meg for a bit before the fog and it went away. So only tip I can offer is if you are heading to fog and a meg comes up kill it because im pretty sure that same meg will just keep spawning on you.
