The real answer is because this game is a loot shooter. Bungie wants you to grind new loot always, to maintain player engagement in content. To do that, Bungie creates new outlier performing guns that create hype. Simultaneously, Bungie reverts previous outlier guns to their "intended" performance, to avoid pervasive power creep in the sandbox.

Correct. Higher tiers on the Chosen or Splicer umbral focusing will be limited to that season's weapons (or armor). If it is a "world" drop it needs to be one of the "worldly" umbral options.

Any drops you're getting this season - the craftable versions, are all v3, hence the names like IKELOS_SMG_v1.0.3. It's just a reference to the fact that these are reissued weapons, there are much older 1.0.2 versions (and sunset 1.0.1) floating around that don't have the updated perks like voltshot.
