That means it will pull them from your nearby base, or any nearby towns/houses. You can use this event to clear out an area you want to loot with fewer zombies around. The aftermath, though, would be a problem if you aren't prepared. Even if you weren't found, it will still attract a lot of zombies to the area around you.

I recall that "sometimes" means that helicopter event will happen every 9 days and "often" means 6 days. But for some reason I can't find the link to it.
