Rosewood has a LOT more zombies in it, mostly I think courtesy of the nearby prison. On the higher population difficulties you can end up fighting thousands of zeds in and around Rosewood. Riverside, by contrast, has the least amount of zombies of any decently sized town on the map.

Riverside is the best by far. IMO. Rosewood is too small and lacks an hardware store or nearby warehouse. Muldraugh is too big and spread out, also lacks the good looting spots of Riverside and Westpoint. Westpoint just has too many zombies. Define "best". My 1st objective of every new run is to get to Louisville so west point has been my go to. They are all good. Rosewood is a relatively small town with lots of amenities. The others are larger and therefore have more zombies but its fun to experiment with them all. I dunno why few like west point.
