The reason people get mad at him is because he's confrontational and deliberately provocative. This is bullying behavior. Somehow people get distracted by the question of whether carts should be returned to the corral, and line up to cheer for this guy who's being a huge asshole for clicks. Pretty gross. The Cart Narc actually has a law firm he works with, and he is a long time "personality" on a radio show. They basically exist in a legal area where what they are doing is annoying and probably crosses into being illegal, but it is such an insanely minor offense both criminally and civil, that virtually no police officer in the United States is ever going to mess around with doing shit about it.
