What I'm trying to understand here is to run osu! on the new computer then copy the skins folder and maps folder on the old computer into the flash drive then bring the flash drive to the new computer and replace the skins and maps folder with the folders you had on the flash drive. Skins have an .osk extension so you should be able to just drag the skin file into an open osu window and the skin should change. When you've downloaded many skins, you can change between them in the options menu.
