I'm using them and having the scythe as an offhand, and they seem just fine for PvE - scythe is better for big mob packs but the quills are great if you're good at landing ripostes/backstabs. The WA has some utility, but it's nothing special in PvE. I honestly prefer the quills in boss fights, especially ones like Abyss Watchers. The OP reputation mainly comes from PvP in earlier days where spamming them would win you a lot of fights.
