Sacrilege is much better than Sacrosanct, it is more balanced and makes more sense (no 1-day abilities). It is probably better than Scion if you actively want to be a vampire, but Scion is much better if you want to play Skyrim and sometimes be a vampire. Sacrosanct is bad and outdated.

The script is nonexistent. If you look in SSEEdit under the "Quests" tab, there should be one there that references MCM (this is how MCM tabs are created for all mods that utilize it). This script does not appear to have been actually added to Sacrilege. Really unfortunate, too, because that feeding animation is god awful.
The BSP spells are still learnable by anyone via Spell Tomes but to enhance them, you need to be a VL. Both mods add a Blood Drain- and Cloak Spell. So you can end up havin g two versions of those spells. But this can easily be changed if wanted. Sacrilege covers every base - feeding, progression, thirst stages, powers/spells, ranks, perks, vampire lord, racial bonuses - without overstepping its boundaries.
