Otherwise you need to run a dedicated server and then there's no limitations. Neither of these seem to be the answer you were hoping for I'm afraid.

If you can set it up as a dedicated server then there will be no tether. You of course will need to host that somewhere, on a spare machine etc.. I think you would need a separate steam ...
