End result, the sensors in the back needed to be replaced. It hasn't happened since. 2016 Outback 3.6R + Eyesight + Nav + Moon Roof.

The easy way to turn RAB back on is to place the car in reverse (stepping on the brake and holding the pedal down so you don't roll), and look at the infotainment screen. You should see "RAB Off" displayed on the lower or middle left side of the screen, in or near the area showing the backup camera view.
Just keep it washed. I would not use the pre-soak suds from the open bay spray wash. Some can use more aggressive chemicals to help remove grime.
