The last 4 planets I was specifically hoping to get extra Mining Districts. I did not get a single extra Mining District on any of these planets.

Remember a habitat may be better than +4 districts, but it also costs 3 admin base like a planet + however many districts you use 6 or 8. Adding 2 more districts to all your planets only costs 2 admin each. Got the mastery of nature perk, used it on one of my planets then built an orbital ring and it doesn't have the habitation modules, like at all, not even as an unavailiable construction, so because of that there might be an extra technology I have to research, dunno...

As a normal empire I tend to grab mastery of nature early as my second ascension perk. But by mid to late game if I'm making heavy use of habitats, I will also grab voidborne. I do not feel they are at all mutually exclusive and both offer great value.
