Relic mods are now fixed to work better with Borderlands 2.5. World spawn loot midgets are adjusted in line so a secret midget shows up as normally in Borderlands 2.5. Almost all of the bosses do respawn. I only know of one possible exception in a dlc. To make things respawn yyou need to either quit the game and come back or go to two other map before coming back to the map you want things to rewpan at. Quitting and coming back is usually faster. #1.
