Rivers of Blood has a Arc requirement, but alot of dragon incantations do also. So if you want lazer beam katana go Dex/Int, if you want to make things bleed go Dex/Faith.

Honestly though the biggest problem with Dex builds is as you have noticed, there aren't a huge amount of support items prior to the endgame.
