It's server isue, game shows 0 to early, then it reloads leaving almost empty core. 2nd power user perk don't work on plasma cores, some times it shows 2 cores instead of 1 showing 500+ on amo counter. The amount of Fusion Cores I come across is beyond ridiculous. There's even workshops for it. Power Armor is borderline OP and when something has this level of benefit I think it should be more of a rare commodity.
