Use Vorpal Blade (or replace with Primal Force) + Power Charge (and try to get Arms Master onto him). I feel physical might be my best bet. To get a skill card off a persona they have to know said move and have the icon to get it. Oh that's what he meant. Objectively right. For people like me who are too lazy to get all 99s on some other Persona. All 80s is a good start. For the record, the only skill card I used on InO was Debilitate.
